The Grovedale
There is undoubtedly controversy surrounding the Grovedale Arts and Culture Centre—much of which surrounds the cost to build it, its operating costs, and raises the question: Why does the Town own and operate yet another facility, potentially in competition with other local businesses that offer similar services? (i.e., venues for hosting weddings, fundraisers, events, etc.)
Here’s what we know:
1. The project was approved with an estimated overall budget of $2,488,050 in November 2017. By June 2018, the Town reported that actual contractor costs in some tendering phases were higher than anticipated due to material cost fluctuations, higher labour and wage rates, and market conditions. At that time, a total of $2,644,656 had been cumulatively approved through the 2017 and 2018 municipal budgets. It is important to bear in mind that this was only the revised project estimate, not the final all-in project cost.
2. The Grovedale, like any other municipal building, has operating costs. In 2023, operating expenditures were approximately $68,932, with $68,000 budgeted for 2024 and $68,900 for 2025. These are the budgeted figures for operating expenses alone, without capital investment for future repairs or renewal costs.
My Question:
How many municipal facilities does the Town of Kingsville really need?
To paint the picture, the Town currently owns and operates:
The Grovedale Arts and Culture Centre
Lakeside Pavilion
Lions Hall
Carnegie Hall
Unico Community Centre
Others
I am not suggesting that we get rid of all—or maybe any—of these facilities. Some community facilities provide services that go beyond monetary gain, including fundraisers, service club meetings, charity drives, and other important community activities.
However, it is vital to consider that when the Town operates venues that rent space for weddings, meetings, and private functions, it is entering a marketplace in which other local businesses are also competing. Is it fair that the Town is potentially competing with local businesses for customers?
The Town's facilities review has specifically recommended the development of a business plan for the Grovedale, with a reduced emphasis on weddings and private functions, yet none of these recommendations have been publicly implemented.
In a time when money is so tight, we need to take an honest look at what facilities the Town truly needs and ensure that we are not unnecessarily competing with the private sector.
As Deputy Mayor, I will support the investigation of these issues, focus on responsible spending, and ensure that our municipal investments provide real value to the residents who pay for them.
